innovative voice logging solution' With over 40 years....... in business, we have seen a lot of people come and go in the communications industry. Many years ago, Dictaphone owned the voice recording industry, followed by Eventide, Lanier, Revere, and others who have mainly fallen by the wayside. Through it all, a tiny little company in Putnam, CT has slugged it out for over a quarter decade against the so called big name competitors. That company, Omnicron Electronics commands our respect as another survivor in the brutal electronics marketplace and we are pleased to represent their products for public safety and healthcare users. The man who started it all, Bill Jones, is still there assisting resellers and customers. When we (or you) need support, we don't have to go through three levels of voice mail jail and two levels of technical support to get someone who can provide assistance. More often than not, Bill answers the phone himself. We like that! We think you will too! There are many manufacturers of voice recording systems with technology ranging from simple cassettes to sophisticated slow speed tapes, and more recently, PC based systems such as the Total Recall series from Omnicron. We have reviewed them all and come to the conclusion that the best overall system from the viewpoint of technology, ease of use, and cost effectiveness is the Total Recall system by Omnicron. One of our customers, the City of Graysville, Alabama was a former Dictaphone user. They switched to Omnicron from Falcon. We thought you might be interested in Chief Carter's comments which are included following the products specifications. Those who may be considering a voice logging recorder for the first time will be especially interested in the real reason for voice logging! Purchase Prices The price of the recorder depends on the number of inputs (phone line, radio channel, or any combination of the two) to be monitored and recorded. The price schedule below provides a quick overview of the various models ranging from a basic four channel model, up to 16 channel capability. We also accept purchase orders from governmental and credit approved commercial accounts. Installation Above prices include installation within a 150 mile radius of Birmingham, Al. The telephone line cables use standard RJ45 connectors designed for connections to customer supplied outlets within close proximity of where the recorder will be installed. Additional wiring, if required, can be performed by your telephone maintenance technician, or we can provide this service at optional cost within our primary 150 mile service area. If you will specify the brand and model numbers of the radios requiring connection to the recorder, we can generally provide radio cables that connect directly to the radio microphone input. Otherwise, radio cables will be shipped with connector leads requiring internal connection to the radio. Special radio wiring is not included in our special pricing. Warranty and maintenance The Total Recall recorder is covered by a one year factory warranty. This warranty does not cover wiring associated with installation, shipping costs for return to Putnam, CT, on-site service, or use of an exchange unit while services are being made by the factory. Normal turnaround time for factory repair is 72 hours after receipt at the factory. User pays shipping cost to the factory. Omnicron pays return shipping cost via UPS ground. Overnight return shipping is available at extra cost. Damage caused by lightning or abuse is not covered by warranty. We strongly recommend installation of lightning and surge protection on all associated AC lines, phone lines, and coaxial cables associated with radios. Supplemental services The difference
between services applicable to delivery of equipment (contractual
services), and services provided after delivery (post-sale services) can
be a confusing issue. This
guide has been prepared to provide a better understanding of the
applicable terms. Contractual Services
Contractual
services involve the conditions of normal delivery.
Unless specifically stated in the sales agreement, it is
understood that the equipment provided is sold with the understanding
that it meets the manufacturers published specifications, but carries no
guarantee for fitness of purpose of unknown customer expectations.
Post-Sale Services
The
word most commonly associated with post-sale services is maintenance.
This is sometimes confused with warranty.
They are NOT the same! A
warranty is a guarantee to repair a defective product by the
manufacturer, at the manufacturer’s designated point of repair.
For Omnicron, this is Putnam, CT.
Suffice it to say, that the repair depot is NOT your local radio
service shop. Accordingly,
the procedure for handling a warranty claim is between the user and the
manufacturer – not the seller of the products. In
a warranty repair situation, the manufacturer has the option of
repairing, replacing, or declining to make the necessary correction.
Additionally, the user is normally responsible for paying the
cost of returning the defective product to the manufacturer.
The manufacturer pays return shipping charges. Several
important points to remember: The
manufacturer is under no obligation to provide a replacement (i.e.
loaner), or to adhere to any particular time schedule. They
make the repairs as quickly as possible.
That could be a couple of days, a couple of weeks, or in some
cases, a couple of months. Further,
if the manufacturer makes extensive repairs or replaces the radio, your
programming will be lost. It
will be your responsibility to reprogram returned equipment.
You can either purchase programming equipment and software to do
this yourself or pay a servicing dealer to do it for you.
If it becomes necessary to travel to the user site for
programming, normal hourly rates of $75 and travel charges $.75 per mile
one-way would apply. Maintenance Service – Time and
Material (Private radio systems)
Time and material maintenance charges apply for service performed on user equipment, whether in or out of warranty. If a call for maintenance is issued by the user, the normal service procedures apply. This will involve a minimum shop charge of $35 for any unit brought to our shop. Labor is billed at $75 per hour plus parts. On-site maintenance is also billed at $75 per hour plus $.75 per mile if services are performed between 8 am and 5 pm Monday through Friday. Services performed
between 5 pm and 10 pm, Monday through Friday will be subject to a labor
charge of $112.50 per hour. Service
after 10 pm, or on weekends will be $150 per hour.
Holiday rates are $225 per hour. Maintenance Service
– Monthly contract (Private radio systems) A service contract
has traditionally been favored by governmental users due to the
necessity of maintaining a fully functioning system at all times.
The rates will vary depending on the cost of the equipment,
location of the equipment, the level of service expected, and the time
at which the repair is performed. To
keep cost as low as possible, it is customary to exclude damage caused
by abuse as well as batteries, antennas, and coiled cord microphones.
The table below can be used for determining your monthly service
contract rates.

Monthly service charge of equipment valued at over $1,000 is
calculated by using a percentage of the original equipment cost.
For example, a $7,500 digital recorder would have a monthly
contract cost of $60 if the recorder was brought to our shop for repair.
For on-site service during normal business hours (8 am to 5 pm
M-F), the rate would be $75 per month.
24/7 service would be $112.50 per month.
If you want an exchange unit available rather than being down
while repairs are being made, you would add 1.0% to either the normal
hours rate or 24/7 service ($150 monthly for weekday on-site service or
$187.50 monthly for 24/7 on-site service). Annual Contract with
Exchange Unit Provided We offer a special Next Day Exchange (NDE) program for a flat rate of 10% of the original equipment price, paid annually in advance. Summary We

Remote
Recall
The Remote Recall software is loaded from the CD-R supplied with Total Recall, and is supported under Windows 95/98/NT/XP on the client PC.
Once a search has been activated, the results are shown in the window (above), and calls can then be tagged for replay via the multimedia PC speakers.
If a call needs to be sent to a remote site, the process requires the selected call(s) to be copied (via ‘Drag & Drop’) to the ‘desktop’ or attached to an e-mail document and transmitted as a normal (.wav) file attachment.
The ‘Drag & Drop’ process will only transfer uncompressed (.wav) files, so the user may need to compress the files as e-mail attachments before sending across the Internet.

Graysville, Alabama - Population
2241 covering less than five square miles is located on Highway 78, 10 miles
West of Birmingham. It is not the kind of place where you find a lot of
crime, at least not since the City, working with the State of Alabama, broke up
a drug ring in 1992 resulting in the arrest of 88 previously convicted major
felons. Still, the City has it's share of problems, and as a result of
very progressive law enforcement, the City of Graysville can take a great deal
of pride in the Police Department under the leadership of Chief Robert W.
Carter.
The Graysville Police Department is not known to be a follower in technology.
To the contrary, the use of voice logging equipment has been in use for over a
decade. The City was one of the first to recognize the benefits, if not
the absolute need, to keep an accurate log of all radio and telephone
communications. Voice logging recorders were first used by larger
departments using slow speed reel to reel tape followed by high capacity slow
speed cassettes. The leader in this technology, Dictaphone, was outside
the budgets of most departments. Nonetheless, Graysville had operated one
of the cassette type Dictaphone models for many years. As maintenance
costs continued to increase, Chief Carter determined that it was time to start
looking for an alternative when the annual maintenance quote for 2003 came in at
$6,600 per year.
Chief Carter, who couldn't operate a computer six years ago, and now builds his
own, is not easily intimidated by new technology. He went to the Internet
to see what new alternatives might be available. In his search, he found
that the recording technology of today is based on computer hard drives and
recordable CD's, a far more efficient and less expensive technology. One
of the innovators in this new technology is Omnicron Electronics who works with
a nationwide network of systems integrators such as Falcon Direct of Birmingham,
Alabama. Chief Carter determined that he could purchase a brand new
recorder with more capacity and features than his old Dictaphone system with a
one year warranty for less than a thousand dollars more than the cost of
maintaining his Dictaphone system for an additional year.
In reviewing the Internet pricing, Chief Carter determined that it would be
necessary to go to bid. Omnicron provided him with the names of
resellers near Graysville and bid specifications for the model desired. As
it turned out, one of the perspective suppliers didn't recognize the
specifications as being his own and another bid higher than the manufacturer's
suggested retail. The good news was that the Falcon Wireless bid was not
only below the anticipated cost but actually lower than the Alabama bid law
requirements. One of the things that impressed Chief Carter was the
willingness to provide service on a level meeting his needs with a choice of
monthly contract, time and materials, or even a flat rate exchange program.
Both Falcon Direct and Omnicron have expressed a commitment to total customer
service. This was graphically demonstrated when the Police Department was
struck by lightning which resulted in damage to the phone system. The
logging recorder was completely dead and would not come on. When Chief
Carter called to arrange for a warranty return, he was told that probably would
not be necessary since the recorder was equipped with the ability to
reinitialize after a major system failure. He was told how to restore
operation over the phone at no cost. The entire procedure took
approximately two minutes. There are few manufacturers or resellers
willing to share this type of information. Many prefer an expensive
service call to perform some type of miraculous restoration process. To
say that Chief Carter was impressed would be an understatement.
Aside for the equipment and maintenance cost, the operational cost, compared to
the older Dictaphone unit have been drastically reduced. According to
Chief Carter, a nickel CD is a lot less than a twenty five dollar cassette.
Operational procedures are also simplified. Omnicron recommends archiving
data to a CD on a daily basis. That probably works for a much larger
department but for smaller departments, weekly, bi-weekly, or even monthly
archiving is acceptable. The trick is to set up a schedule and stick to
it. Chief Carter admits to occasionally missing a scheduled archive date
but the system provides full back up on an internal CPU as well as being able to
save to a CD. Nice feature!
When asked for specific benefits, the answer from Chief Carter came quickly -
better administrative control, complaint resolution, and reduced cost of
litigation. The call logging system serves not only the police and fire
department calls but those of the City Utility Board as well. A recent
complainant said that a city employee cussed her out. Whatever
compromise or settlement sought by the complainant was quickly put to rest when
the Mayor pulled the recording and offered to replay the call. In this
particular case, it was known that the employee had never been known to use
profanity or pretty good authority - she was Chief Carter's mother in law!
In a recent legal case, the plaintiff alleged that the Police Department had
altered the tape of the time period in question. The attorney went to far
as to call in a forensics expert to prove that the call records had been
altered. This could have been a real problem with the older analog tape
system. When the forensic expert learned that the original digital file
was embedded in the file memory on the CD, he testified in favor of the City!
Most importantly, according to Chief Carter, the digital recording system helps
in meeting the major operational criteria of the department - actually an
extension of his personal philosophy. There is always the concern that the
wrong person could be convicted of a crime. The more information you have,
the less likely that could happen. There are three major problems when the
wrong person is convicted. The first is the conviction of an innocent
person. The second is the real criminal remains free, and lastly, justice
isn't served.
If an additional level of assurance that justice is served can be acquired for
less than forty cents per hour, the use of a voice logging recorder probably
makes sense for others as well.

In December of 2004, Omnicron Electronics introduced and enhanced version of the Recorders previously described. Known as the "L" series, this new recorder has an improved display and can be used on a network for remote report viewing. The "L" series is available in the standard desktop version shown below or optionally in a rack mount version that mounts on a standard 19" equipment rack.. Operationally, the "L" series is comparable to the original TR series with the exception of the aforementioned additional features.
